Kapittelfestivalen i Stavanger er en årlig litteraturfestival med internasjonal profil og fokus på ytringsfrihet som arrangeres av Sølvberget bibliotek og kulturhus.
Det aller første Kapittel ble skrevet i 1995 av og på Sølvberget, og siden den gang har kulturhuset vært arrangør og hovedarena for festivalen. Da Kapittel ble grunnlagt, etter at Sølvberget i flere år hadde arrangert Uke Alexander, var dette i takt med Stavangers rolle som friby og med et ønske om å orientere seg internasjonalt, samtidig som man ville ha en større plattform for et fokus på ytringsfrihet som allerede hadde vært med under Uke Alexander. 1
